The player draws a third card on 0 to 5 and stands on 6 or 7. The banker then draws depending on its own total and the player’s third card; totals of 8 or 9 on the first two cards end the hand. The dealer applies all of it automatically.
Banker has the lower house edge, about 1.06% after the standard 5% commission, against about 1.24% for player. The tie bet is far worse and best avoided.
Most live tables show a rules panel or a tableau chart from the game menu; the drawing rules are fixed and the dealer follows them, so you never decide whether to draw.
Mostly luck: the only decision is whether to play or fold, and the standard strategy is to play queen-six-four or better. The house edge on the ante bet is about 3.4%.

Neither bet wins over time. With 5% commission on eight decks, Banker costs 1.06p per £1 on average and Player 1.24p. The commission is one clause; the rest of the rules decide the rest.
